Energy Efficiency and Utility Assistance



The winter and summer months bring extreme temperatures and higher utility bills that many families have difficulty paying. We believe that all Cuyahoga County residents deserve to be safe and comfortable in their homes all year round, which is why we offer programs to assist residents in paying their utility bills and to improve the energy efficiency of their homes.

The following programs are designed to help eligible Cuyahoga County residents improve the energy efficiency of their homes, cut their gas and electric bills, and make their homes more comfortable. Programs may have income, location, and other restrictions, which are stated in detail on each program page. Explore the programs below to see if you qualify!


Home Weatherization Assistance Program

The Home Weatherization Assistance Program provides free energy efficiency improvements to eligible homeowners and renters in Cuyahoga County, outside the City of Cleveland, at no cost to the household.


Home Energy Assistance Program

The Home Energy Assistance Program (HEAP) assists eligible low-income residents with their winter home heating costs using natural gas, electric, oil, kerosene, or wood.


Energy Crisis Programs

The energy crisis programs are designed to help eligible low-income residents with heating and cooling costs during the most extreme temperature months of the year by providing a one-time annual benefit to residents assist with utility bill payments.
