Cuyahoga County is seeking a qualified organization to administer, coordinate, implement, and strategically scale the Cuyahoga County Housing Trust Fund Pilot Program on behalf of the County.

HOME Down Payment Assistance Program

Cuyahoga County is seeking a qualified organization to administrator its HOME-funded Down Payment Assistance Program and expand access to sustainable homeownership opportunities for income-eligible households.

Cleveland Restoration Society (CRS)

CRS provides technical assistance to homeowners seeking guidance regarding repair projects, historic preservation, financing options, contractor selection, and home maintenance.

Home Enhancement Loan Program (HELP)

The Home Enhancement Loan Program (HELP) has historically provided low-interest financing to eligible homeowners undertaking repair and rehabilitation projects. Cuyahoga County Administration is actively working with community partners and financial institutions to identify additional banking partners and financing opportunities to support this highly sought-after program.

Lead Safe Program

Administered by Cuyahoga County Board of Health (excludes City of Cleveland)

Provides home repairs to address lead hazards in homes built prior to 1978. Homeowners and tenants who have children 5 years old or younger and live in first ring suburbs (those that border the city the Cleveland) may be eligible. Income must be 80% AMI or below.

Heritage Home Program

The Heritage Home Program has historically provided technical assistance and favorable financing options for owners of older homes. Cuyahoga County Administration is actively working with community partners and lenders to identify additional financing opportunities to support homeowners throughout the county.

Although financing opportunities are evolving, Cleveland Restoration Society (CRS) continues to provide valuable technical assistance to homeowners, including guidance related to home maintenance, repair and rehabilitation planning, historic preservation, contractor selection, and available financing resources.

Homeowner Repair Program

Administered by Community Housing Solutions

Provides income qualified homeowners with a deferred, subordinated loan, to make health and safety repairs to their home. Eligibility requirements include, but are not limited to, the property being owner-occupied for at least one year, not being in a foreclosure status, current on any existing mortgages, and property taxes must be current or in an approved payment plan with the Cuyahoga County Treasurer.

Down Payment Assistance Program

Administered by Believe Mortgage (Parent Organization is CHN Housing Partners)

The Cuyahoga County and the City of Parma Down Payment Assistance Programs offer a deferred, subordinated loan, up to 10% of the purchase price (or up to $20,900) to income qualified homebuyers for eligible costs, including closing costs. Other buyer eligibility requirements apply.
