Community Organizations Active in Disaster (COAD)


Community Organizations Active in Disaster was created to organize various groups to work together in the event of an emergency.

Although COAD will play a role in all phases of emergency management, members will be particularly active in the emergency assistance and long-term recovery aspects of a disaster by working directly with individuals and families.

Cuyahoga County COAD is an extension of the National Voluntary Organizations Active in Disaster (National VOAD) and the Ohio VOAD and will act in accordance with their values of:

  1. Cooperation: Working together to increase the capabilities of individual members and to support each other’s goals.
  2. Communication: Sharing information and disseminating a common message.
  3. Coordination: Integrating resources into an efficient and effective system.
  4. Collaboration: Working together to create new systems and to achieve more than individual organizations can achieve alone.

COAD members can include non-profit, community-based, and faith-based organizations; government agencies; educational or research institutions; businesses or private corporations; and foundations.
