Transit-Oriented Development Loan Program
The Transit-Oriented Development (TOD) Loan Program is designed to catalyze mixed-use, high-density development projects located near high-frequency public transit. These projects support walkable communities, reduce vehicle miles traveled (VMT), promote increased mobility, and deliver long-term environmental, economic, and social returns. The County offers subordinated long-term, fixed-rate gap financing at below-market rates to developers and businesses that may have difficulty securing all capital necessary for such urban redevelopment projects.
What is Transit-Oriented Development
Transit-Oriented Development, or TOD, includes a mix of commercial, residential, office, and/or entertainment centered around or located near a transit station. Dense, walkable, mixed-use development near transit attracts people and adds to vibrant, connected communities. TOD can take many forms based on location, land use composition, community character, and architectural style; however, there are common elements that are typically included with TOD developments, including density, a mix of uses, walkability, and a focus on transit.

Program Overview
The goal of this program is to enable real estate projects that strengthen transit-accessible communities, promote economic growth, and advance climate resilience while enhancing Cuyahoga County’s long-term economic vitality. Details of the TOD Loan Program, including project scoring, loan terms, and eligibility requirements, can be found in the Program Guide.
Program Zone
Funds may be used for comprehensive real estate development projects that involve new construction, major renovations, or substantial building improvements within the identified TOD Program Zone.

Applying for the TOD Program Loan
Applying for the TOD Loan Program is a three step process:
STEP 1: Connect with Department of Development
Potential applicants are invited to connect with the Department of Development by filling out the brief form below. A Development Officer will reach out to schedule an initial conversation about your project and determine which program is most relevant to you.
STEP 2: Preliminary Submittal
Eligible applicants will be directed to fill out a Preliminary Project Information Form to provide more detailed information about the proposal. Projects that qualify for a TOD Loan will also be invited to fill out a TOD Loan Program Eligibility Form, which will be scored against the criteria in Appendix B of the Program Guide.
STEP 3: Full Application
Projects that are ready will be invited to proceed to step three and will be provided a complete TOD Loan Program Application by County staff.
TOD Loan Program Timeline
The TOD Loan Program launched in August 2025. Interested applicants can fill out the TOD Loan Program Eligibility Form. Complete TOD Loan Program Eligibility Forms are accepted and will be reviewed on a rolling basis.
Informational Webinar
The Cuyahoga County Department of Development hosted an informational webinar on the TOD Loan Program on September 9, 2025. The webinar covers the program background, more detail about the TOD loan program application process, and provided participants the opportunity to ask questions.
